1. The Name of the scheme is Monthly Lottery Scheme ( MRP Rs. 50/-)
2. The scheme will have Ten Lakh lottery tickets in without series with numbering from 000000 to 999999 each, (maximum) number of tickets to be printed under scheme is 10,00,000(Ten lakh).
3. The face value of the ticket will be Rs.50/-.( Rupees Fifty  only).

Notes:-
1. Commission of Rs 8.00 (Rs Eight only) per ticket will be given to the Selling Agent(s)/Distributor(s) on the ticket sold. Sales Tax / VAT or any other tax levied by the Punjab Government on Punjab State Lotteries in the State of Punjab will be paid by the Directorate of Punjab State Lotteries. However, the service tax on lotteries or any other tax on lotteries imposed by the Central Government from time to time will be borne by the Agent(s)/Distributor(s).

2. A special incentive will be paid to the distributor(s) or selling agent(s) on sale of tickets made by the distributor(s) or selling agent(s) as follows :-

*    This incentive will be on the MRP of the tickets.

Any commission/ incentive due shall be paid to the distributor(s) or selling agent(s) out of the money so deposited in the Public Ledger Account or in the Consolidated Fund of the Organising State after depositing 100% payment of sale proceeds through bank draft. TDS etc will be deducted at source while making payment of commission etc.   
(c)     There will be a promoter coupon worth Rs. 55/- each with bundle of 20 tickets. The sellers will be given Rs. 55/- on sale of 20 tickets on surrendering / submitting of the Promoter Coupon. However, this amount of Rs.55/- will not be given / available, if the seller is getting promoter prize amount on the basis of a prize wining ticket. If there are more than one prize on one    winning tickets, then the seller will only be entitled for the highest available prize/incentive.
5. (a) METHOD OF DRAW
The method of draw for this lottery scheme will be as under:-

(b)     DATE, TIME AND VENUE OF THE DRAW:
The draw will be held generally in the first or second week of the month at Ludhiana. The Director Lotteries will decide the date, time and venue of the draw ,well before the date of draw, keeping in view the market conditions. He is also authorized to change the said date, time and venue of the draw in exceptional circumstances with the prior approval of the State Government.
In a year 10 draws of this scheme will be held keeping in view the market conditions.

(6)        Procedure for issuance of tickets/return of tickets etc.
1)   Any Selling Agent(s)/Distributor(s)  may be appointed for lifting this Lottery scheme subject to the conditions that they will have to ensure sale of at least 3,21,000 (Three Lac Twenty one Thousand) tickets in the first instance in case there is a single agent In case there are two agents in that case  the limit of tickets will be 1,65,000 (Two Lac Sixty Five Thousand) tickets in the first instance. In case there is more than two agents in that case the limit of tickets will be 1,07,000 (One Lac seven thousand) tickets in the first instance.  This Department may also appoint one or more agent(s)/distributor(s) who will be able to sell at least Two Lac tickets in the first instance. Agreement will be executed by the department with the Distributor(s)/ Selling Agent(s) and the department will obtain from the Distributor(s)/ Selling Agent(s)  an agreement signing fee of Rs.10.00 lac (Rupees Ten Lac) in the shape of D.D. in favour of Director, Punjab State Lotteries payable at Chandigarh, which will be adjusted at the time of lifting of tickets by them and in case the agent fails to lift tickets, this amount of Rs. 10.00 lac will be forfeited.

However, considering the market situation and in the best interest of the state and to increase the sale of tickets, the Director Lotteries can, if deemed appropriate, may increase or decrease this minimum limit of tickets. In order to promote the sale of tickets and in Public Interest, the Department can work out distribution and sale of tickets directly or through District Small Saving Officer, District Small Saving agents or Post Offices in Punjab or any other Department, Semi Government, Corporation or Board etc., by offering different rate of commission /promoter coupons and specifying different minimum limits (if any) for lifting of tickets, to be decided by the Director Lotteries in this scheme. The delivery of tickets will be given at Ludhiana. The expenditure on sending tickets by post/courier service if demanded by anyone will have to be borne by the concerned agent.

In order to make Punjab State Lotteries more popular in other States, the department will explore the possibility of sale of tickets in other States and in that case, Sales Tax/Vat etc. will be paid by the department or reimbursed by the department to the Distributor(s)/selling agent(s), however, the service tax on lotteries or any other tax on lotteries imposed by the Central Government from time to time will be borne by the Distributor(s)/ Selling Agent(s). Minimum number of tickets to be sold in other States will be decided by Director Punjab State Lotteries and further the Director Lotteries at his own level will do the appointment of Distributor(s)/ Selling Agent(s)  for sale of tickets in other States. 
1)      The Distributor(s)/ Selling Agent(s)  shall get delivery of tickets by making payment of:-
( i)          100% of the face value in shape of bank drafts/pay order;
Or
(ii) 25% of the face value as Bank Drafts and 75% by furnishing security in the shape of Bank Guarantee / FDR etc. duly mortgaged/ pledged in favour of the Director, Punjab State Lotteries, Chandigarh. Bank Guarantee / FDRs should be valid for/upto 150 days from the date of draw.
However the balance payment of 75% of face value of tickets sold subject to minimum specified limit as  on date of draw, if any, has to be paid on or before the date of draw itself through  D.D’s, failing which the agent shall be charged interest @ 18% p.a. for the delayed period. Interest will be charged on monthly basis to be compounded by yearly.
(3)           The tickets will not be issued to the Agents if they fail to settle the accounts of any previous lottery within stipulated period.
(4)           Sale of tickets through post would not be done to any individual.
(5)           Promotional publicity will be got done through the Advertising Agencies empanelled by the Department or through contractors etc, on competitive rates through various media such as T.V. Radio, newspapers, banners, hoardings etc. Therefore, a   provision   of Rs 15.00 lacs (Rupees fifteen lacs only) is made for advertising through T.V, Radio, Newspapers and hoardings etc. and Rs. 5.00 lacs (Rupees Five lacs only) for printing of tickets, coupons etc. 
(6)           The Distributor(s)/ Selling Agent(s) will submit the list of unsold tickets, subject to the minimum tickets prescribed above to be lifted in the first instance, in the office of Director Lottery’s up-to 12.00 noon on the date of draw and no list of unsold tickets would be entertained by the office after scheduled time. The signed list of unsold tickets may be sent through Registered post or through special messenger but this Department will not be responsible for any postal delay.

 7.        OTHER IMPORTANT INSTRUCTIONS:
1.            The draw for the prizes will be held out of the total scheme. However, the draw of first prize will be out of sold tickets only.
2.            The Distributor(s)/ Selling Agent(s)   shall make the payment of prizes up to Rs.5, 000/- after deducting the income tax, as may be required under the law for the time being in force, to the prize winners on behalf of the State Government within 30 days from the date of publication of the result in the Punjab Government Gazette and seek reimbursement, if any, out of money so deposited in the Public Ledger Account or in the Consolidated Fund of the Organising State within a period of ninety days from the date of draw, provided this time can be extended by the Director with the prior approval of the State Government. All the prize winning tickets above Rs.5000/- should reach the office of the Director, Punjab State Lotteries, SCO No.106-108, Sector 17/D Batra Building, Chandigarh-160017 on the prescribed application form within 30 days from the date of publication of the result in the Punjab State Government gazette either personally or through a nationalized bank or by registered post or by insured parcel. In case the prize winners claim does not reach this Directorate within 30 days, the right of the winner to claim the prize/amount thereafter shall be extinguished.
3.               Distributor(s)/ Selling Agent(s)/ Sub Agents and sellers are advised to check the correctness of the printing and numbering of the tickets before selling and buyers should also do the same before purchasing tickets. Defective tickets should not be sold to the public. The defective ticket(s) should immediately be returned to the issuing authority.
4.            Sellers’ and Sub- Agents’ promoter incentive up to Rs. 1,000/- should be claimed from the Agents within 30 days from the date of publication of the result in the Punjab State Government Gazette and the promoters incentive above Rs.1,000/- should be claimed directly from the Director, Punjab State Lotteries, SCO No. 106-108, Batra Building, Sector 17-D, Chandigarh-160017 within 30 days from the date of publication of the result in the Punjab State Government gazette.   The Agents promoter incentive may be claimed / adjusted from the Director Punjab State Lotteries directly. TDS will be deducted at source while making payment.
5.            Income Tax on Commission/ Incentives/ prizes / consolation prizes etc. wherever applicable shall be deducted at source irrespective of the fact whether the prize goes to the winners, Distributor(s)/ Selling Agent(s) or sellers.
6             The Distributor(s)/ Selling Agent(s)  shall conduct the business in accordance with the law / rules and regulations as may be in force in various States/Union Territories of India and shall pay Sales Tax / VAT or other taxes,  levies,  octroi etc.,  as may be applicable from time to time.  The tax on lotteries in the State of Punjab will be paid by the Director Lotteries. However, the Service Tax on Lotteries or any other Tax on Lotteries imposed by the Government of India from time to time will be borne by the Selling Agent(s)/ Distributor(s).
7             A ticket, which is forged, torn out, mutilated or tampered with shall not   be entertained.
8.            Prize will be paid on the production of the ticket in office.
9.            Prize winning tickets holders abroad will be paid in Indian currency.
10.          The legal jurisdiction of this lottery shall only be at Chandigarh.
11           One ticket/coupon will be eligible to only one prize/incentive viz. the   highest prize/incentive drawn against   it.
12.          In case of any dispute, the decision of the Director, Punjab State   Lotteries shall be final and binding.
13.          Before submitting the claim ,result may be checked from the Punjab State Government Gazette.
14.          For more details, please refer to Lotteries (Regulations) Rules, 2010.
15.             Any of condition of this scheme may be amended/ deleted/ modified/ relaxed at any time by the Principal Secretary Finance of the Government of Punjab in exceptional circumstances without citing any reason(s).

Notes:   i. The printing of tickets / promoter coupons will be got done from the Security Press on the panel of Reserve Bank of India or the Indian bank Associations Mumbai and posters will be got done from the Private Printing Press which stands selected through open tenders at approved rates or decided by the Govt. keeping in view the prevailing circumstances.
The expenditure for making payment to Prize winners/ Distributor(s)/ Selling Agent(s)/ Sellers/ Advertisers/ Printers/Tax on Lotteries,/Draw Expenses etc. regarding this scheme will be met from the Budget grant provided in the budget every year. The Director, Lotteries, Punjab is authorized to make all kinds of payment mentioned above. Incentive to officers / officials will be paid as per policy decision to be taken in this regard on a separate file.
All the payment and compliances of the conditions are to be strictly as per the provisions of the Lotteries (Regulations) Rules 2010.
